According to Decision No. 1756/QĐ-KHXH dated 31 December 2025 of the Vietnam Academy of Social Sciences (VASS), the Institute of Vietnam and World Economy has the following functions, duties, and powers:

Position and Functions

The Institute of Vietnam and World Economy (IVAWE) is a public science and technology organization under the Vietnam Academy of Social Sciences. It is responsible for conducting fundamental research on theoretical and practical issues relating to the Vietnamese and global economies, and their interactions with political, social, scientific-technological, and environmental issues. The Institute provides scientific evidence and policy recommendations to the Communist Party of Vietnam, the State, and local authorities for the formulation of socio-economic development strategies, policies, and international integration initiatives. It also participates in education, training, and human resource development in the field of economic sciences.

The Institute of Vietnam and World Economy has legal entity status, its own official seal, and is authorized to open accounts at the State Treasury and commercial banks.

The Institute is headquartered at No. 1 Lieu Giai Street, Ngoc Ha Ward, Hanoi, Vietnam. Its official English name is Institute of Vietnam and World Economy, abbreviated as IVAWE.

Duties and Responsibilities

1. To submit to the President of the Vietnam Academy of Social Sciences development strategies, long-term plans, medium-term plans, and annual work plans of the Institute, and to organize their implementation upon approval.

2. To conduct both fundamental and applied research on theoretical and practical issues concerning the Vietnamese and global economies; to clarify development patterns, trends, and models in the context of globalization, international integration, and development transformation; thereby providing scientific foundations for the formulation, improvement, and implementation of strategies, plans, and policies aimed at achieving rapid and sustainable socio-economic development.

3. To research, analyze, and forecast emerging and strategically significant economic issues, including science, technology, and innovation; the green economy, circular economy, digital economy, data economy, marine economy, and heritage economy; foundational and strategic industries, high-tech zones; carbon markets and green finance; regional and international economic and financial institutions; sustainable development; and the modernization of productive forces.

4. To provide scientific consultancy, policy review, and policy evaluation services; to participate in the formulation and appraisal of socio-economic development programs, strategies, master plans, and policies; and to provide public services and other scientific services consistent with the Institute’s functions and responsibilities in accordance with the law.

5. To integrate scientific research with education, training, and the development of experts and scholars in economics; to participate in undergraduate and postgraduate education and in the development of high-quality human resources in economic sciences in accordance with legal regulations and assignments from the Academy, thereby meeting the practical requirements of national development.

6. To organize and implement international cooperation in scientific research and training; to participate in, lead, or coordinate domestic and international conferences, workshops, and scientific forums; and to conduct joint research, academic exchanges, and knowledge transfer activities with international organizations, research institutions, and educational establishments in accordance with the law and the regulations of the Academy.

7. To organize surveys, investigations, data collection, data processing, and the development of scientific databases on socio-economic issues at the national, regional, local, sectoral, and thematic levels; and to conclude and implement contracts for research, consultancy, training, capacity building, and scientific application with ministries, sectors, local authorities, and domestic and international organizations.

8. To undertake scientific information and documentation activities; manage the Institute’s databases; publish and participate in the publication of academic journals and scientific publications; disseminate knowledge and research findings on the Vietnamese and global economies in accordance with the laws.

9. To manage the organizational structure, job positions, public employees, and workers of the Institute; and to manage and utilize financial resources, assets, and other allocated resources in accordance with state regulations and the Academy’s decentralized management framework.

10. To perform other duties and exercise other powers assigned by the President of the Vietnam Academy of Social Sciences in accordance with the law.
