Forum on “Unlocking Growth: Breakthrough Microeconomic Policies and the Double-Digit Growth Target”
Hanoi, July 14, 2026 – The Institute of Vietnam and World Economiy (IVAƯE), under the Vietnam Academy of Social Sciences (VASS), in collaboration with relevant organizations, hosted the Forum “Unlocking Growth: Breakthrough Microeconomic Policies and the Double-Digit Growth Target.” The event brought together senior policymakers, leading economists, researchers, business representatives, and industry experts to discuss policy solutions for enhancing Vietnam's growth potential and achieving sustainable double-digit economic growth.
In his opening remarks, Prof. Dr.
Le Van Loi, President of VASS, emphasized that Vietnam is entering a new
stage of development requiring a fundamental transformation of its growth
model. He stressed that achieving double-digit growth depends not only on
macroeconomic stability but also on breakthrough microeconomic reforms that
improve productivity, strengthen enterprises, modernize technology, and enhance
the effectiveness of public administration.
Delivering the keynote address, Assoc.
Prof. Dr. Nguyen Manh Hung, Vice President of the Ho Chi Minh National
Academy of Politics and Vice Chairman of the Central Theoretical Council,
highlighted the importance of microeconomic policies in unlocking new growth
drivers as the effectiveness of traditional macroeconomic policy tools becomes
increasingly constrained. He called for institutional reforms that reduce
transaction costs, encourage innovation, improve access to finance, and support
digital transformation.

The Forum focused on four major
policy priorities: developing special economic zones, free trade zones, and
international financial centers; reforming tax and fiscal policies to stimulate
investment and innovation; improving enterprises' access to credit; and
strengthening the legal framework for artificial intelligence, digital
transformation, and the data economy.
Presentations and panel discussions
identified key challenges facing Vietnamese enterprises and proposed practical
policy recommendations to foster innovation, enhance national competitiveness,
and improve the business environment. Participants agreed that targeted,
measurable microeconomic reforms, combined with high-quality policy
implementation, are essential for creating new growth momentum.
In his closing remarks, Dr.
Nguyen Dinh Chuc, Director of IVAWE, reaffirmed the Institute's commitment
to synthesizing the Forum's recommendations into policy reports for submission
to relevant authorities. He noted that the Forum had generated valuable
scientific and practical insights that will contribute to improving Vietnam's
institutional framework, supporting sustainable economic growth, and advancing
the country's long-term development objectives.
